The European Commission has issued new guidelines to protect professional journalism on major digital platforms. These guidelines help Very Large Online Platforms (VLOPs), as defined by the Digital Services Act, and media providers implement the European Media Freedom Act.
Under Article 18(1) of the Act, media content produced to professional standards is safeguarded from unjustified removal. VLOPs must notify media providers in advance of any content takedown, explain the reasons, and allow 24 hours for a response. Media providers can benefit from these safeguards if they declare their editorial independence and regulatory oversight through a VLOP-provided system.
The guidelines explain how VLOPs should implement the declaration process, assist media providers in completing it, and recommend consulting regulatory authorities or civil society, including fact-checkers, when needed.
Developed through broad consultation with media, civil society, and regulatory bodies, the guidelines support the European Media Freedom Act, which has been in effect since August 2025. The Act aims to strengthen media pluralism and independence in the EU, allowing media to operate across borders without undue pressure while addressing the digital transformation of the sector.
