BEREC has opened a public consultation on its draft Guidelines for the application of Article 3 of Regulation (EU) 2022/612 on roaming on public communications networks, known as the Wholesale Roaming Guidelines. Stakeholders can submit contributions via email by 17 April 2026.

The 2026 draft updates the 2022 Guidelines to reflect the inclusion of Ukraine and Moldova in the EU Roam-Like-At-Home (RLAH) area. Users from these countries in the EU, and EU citizens in Ukraine and Moldova, can now make calls, send texts, and use mobile data without additional charges, as if in their home country.

The Guidelines aim to support consistent application of the Roaming Regulation and complement BEREC’s Retail Roaming Guidelines. National regulatory authorities are expected to consider them when supervising compliance.
