BEREC has opened a public consultation on its draft fact-finding report assessing connectivity, competition, and regulatory frameworks in the EU telecom sector. Stakeholders can submit contributions until 8 May 2026.

The report examines the EU’s position compared with major global economies, including the US, China, and Japan, in the context of recent market developments such as consolidation, technological progress, and varying regulatory models.

Preliminary findings indicate that the EU telecom sector is highly competitive, offers affordable prices, and is expanding coverage, although significant differences exist between member states. The EU provides strong value for money, with fixed and mobile broadband prices lower than in the US and South Korea.

Network performance is mixed: the EU lags in download speeds, performs moderately in upload, but generally leads in latency. European operators typically achieve returns above their cost of capital.

The report is part of BEREC’s ongoing evaluation of the EU regulatory framework amid potential reforms. Stakeholders are invited to submit comments via the public consultation, and all contributions will be published with confidentiality respected where requested.
