European telecoms regulators have welcomed the European Commission’s proposed Digital Networks Act (DNA), but cautioned that parts of the plan could increase complexity and weaken competition.
In an early assessment , the Body of European Regulators for Electronic Communications (BEREC) said the proposal is a positive step toward more resilient and sustainable digital networks. However, it warned that several measures (including a new “Single Passport” system for operators) could create legal uncertainty, uneven enforcement and additional administrative burden.
BEREC also raised concerns about increased centralisation, particularly in spectrum management, where the proposal would give the Commission stronger oversight powers. It cautioned that changes such as unlimited licence durations risk favouring existing operators and reducing market competition.
While supporting goals like faster fibre rollout and continued net neutrality protections, the regulators warned that some proposals could weaken consumer safeguards and limit national authorities’ ability to respond to local market needs.
BEREC said it stands ready to help refine the legislation to ensure it delivers a competitive and effective EU digital market.
