Telecom operators across Europe are urging policymakers to step up efforts on quantum technology, warning both of its transformative potential and the risks it poses to current digital security.
In a new position paper, industry group Connect Europe says quantum technologies could reshape telecommunications, from ultra-secure encryption to more advanced network management and sensing capabilities. But the same technology could also break today’s encryption systems, threatening the foundations of secure internet communication.
The group argues that Europe must act quickly to deploy “quantum-safe” security solutions while continuing to invest in innovation. It highlights a mix of approaches, including , as part of a layered defense against future cyber threats.
Beyond security, telecom operators point to high costs, limited infrastructure, and a shortage of skilled workers as major barriers to adoption. They are calling for increased EU funding, stronger support for startups, and the development of pan-European quantum infrastructure, including “quantum-as-a-service” platforms.
The paper also warns that Europe risks losing its technological edge if startups and intellectual property are acquired by foreign companies, urging measures to keep innovation within the EU.
Finally, Connect Europe stresses the need for better coordination across member states, simplified funding rules, and harmonized standards to avoid fragmentation.
With upcoming legislation such as the Quantum Act on the horizon, the telecom sector says Europe has a crucial opportunity to position itself as a global leader, but only if it can balance innovation with security and act fast.
