The European Commission has marked the first anniversary of its “AI Continent Action Plan” with the publication of two new reports assessing progress in AI adoption and policymaking across the European Union.

According to the Commission, significant progress has already been made, including the expansion of computing capacity with 19 operational AI Factories and 13 additional antennas, as well as strong interest in future AI Gigafactories, with 76 expressions of interest across 60 sites in 16 Member States.

The report also highlights the rollout of the EU’s Data Union Strategy, efforts to strengthen AI skills and talent attraction, and the implementation of the Apply AI Strategy, which has triggered multiple funding calls worth up to €1 billion across strategic sectors. In addition, the Commission has proposed an AI Omnibus package and launched an AI Act Service Desk to support implementation of the EU AI Act.

Alongside this progress review, the Commission published a report on AI adoption in public administration and a Science for Policy brief on a decade of EU AI policymaking, outlining the EU’s approach to balancing innovation, competitiveness, and the protection of fundamental rights while building a coordinated regulatory framework for artificial intelligence.
