The European Commission has launched a targeted consultation on draft guidelines for “trusted flaggers” under the Digital Services Act, seeking feedback from online platforms, researchers, civil society organisations and other stakeholders until 26 June 2026.

Trusted flaggers are organisations with proven expertise in identifying illegal online content. Under the DSA, their reports must be prioritised by digital platforms, enabling faster removal or review of illegal content.

The draft guidelines clarify:

  • eligibility criteria for trusted flagger status, including independence and demonstrated expertise;

  • safeguards against misuse and procedures for revoking trusted flagger status;

  • technical and operational requirements for handling notices and preparing transparency reports.

The initiative is relevant for companies operating online platforms in Romania and across the EU, as it could influence future compliance obligations, moderation processes and reporting standards under the DSA framework.

The Commission plans to adopt the final guidelines in the second half of 2026.
