The European Commission has unveiled a new package of measures to accelerate the implementation of the Clean Industrial Deal by reducing administrative burdens, improving access to finance and creating stronger market incentives for clean technologies, under the Clean Industrial Deal.

  • The first is a legislative proposal to revise the EU Emissions Trading System (EU ETS), aimed at ensuring that the carbon market continues to support industrial decarbonisation while preserving the competitiveness of European industry. According to the Commission, the proposal is intended to provide a more predictable investment framework, strengthen incentives for clean technologies and contribute to the objectives of the Clean Industrial Deal.

  • The second initiative is the Electrification Action Plan, which seeks to accelerate the uptake of electricity across industry, transport, buildings, and heating and cooling. The Commission states that the plan is designed to remove barriers to electrification, improve the business case for switching from fossil fuels to electricity and support the deployment of the infrastructure needed for a faster and more integrated energy transition.

The proposed revision of the EU Emissions Trading System (EU ETS) will now enter the EU ordinary legislative procedure, requiring approval by both the European Parliament and the Council after EC adoption before it can enter into force. By contrast, the Electrification Action Plan is a non-legislative Commission initiative that will be implemented through follow-up policy measures, guidance and, where necessary, future legislative proposals.
