The Body of European Regulators for Electronic Communications (BEREC) has opened a public consultation on a draft report assessing the European Union’s telecom sector against other major global markets.
The consultation, running until 8 May 2026, follows the adoption of the draft “Telecom Reality Check” report at BEREC’s March meeting. The study examines connectivity, competition, pricing and regulatory approaches across the EU and countries including the United States, China, Japan and South Korea.
According to the draft findings, the EU telecom market is characterized by strong competition, relatively low consumer prices and improving network coverage, although performance varies significantly between member states. Top-performing EU countries rank highly in global comparisons.
The report indicates that EU networks lag behind some global peers in download speeds, show moderate upload performance, but perform well on latency. It also highlights that European consumers benefit from lower broadband prices than those in the United States and South Korea.
BEREC says the EU’s regulatory framework supports both investment and competition, while operators generally report returns above their cost of capital and maintain positive financial outlooks.
The consultation invites stakeholders to provide feedback on the findings before the deadline, after which BEREC is expected to finalize the report.
