BEREC has launched a public consultation on its draft Guidelines regarding Regulation (EU) 2022/612 and Commission Implementing Regulation (EU) 2016/2286, also known as the Retail Roaming Guidelines. Stakeholders can submit contributions via email by 17 April 2026.

The 2026 draft Guidelines update the previous 2022 version to reflect the inclusion of Ukraine and Moldova in the EU Roam-Like-At-Home (RLAH) area. Users from these countries in the EU, and EU citizens in Ukraine and Moldova, can now make calls, send texts, and use mobile data without extra charges, as if in their home country.

The Guidelines are intended to support consistent application of the Roaming Regulation and complement BEREC’s wholesale roaming access Guidelines. National regulatory authorities are expected to consider them when supervising compliance.
