The European Commission has accepted X’s action plan to address breaches of the Digital Services Act (DSA) related to advertising transparency and researchers’ access to public platform data, while placing the company under enhanced supervision during implementation.
Under the plan, X has committed to improving its advertisement repository by adding advanced search filters, displaying results directly within the interface, reducing response times, providing full advertisement content and destination URLs, and enabling access through an API. The measures are intended to bring the platform into line with the DSA’s transparency requirements.
To improve researchers’ access to public data, X will revise its application review process, provide eligible researchers with free and timely API access, ensure sufficient data volumes are available, and update its terms and conditions to clarify that researchers may scrape publicly available data where permitted.
The company has six months to implement the measures, which will be subject to an independent external audit. The European Commission said it will closely monitor implementation, particularly in areas identified by the European Board for Digital Services as requiring further attention. According to the Commission, the changes should improve transparency into X’s systems and help researchers, civil society and the public better assess the platform’s systemic risks and broader impact on European society.
