The European Commission has published the 2026 European Semester Spring Package, which assesses economic and social challenges across the EU and provides policy recommendations to improve competitiveness, resilience, preparedness, and fiscal sustainability. As part of the package, the Commission proposed country-specific recommendations (CSRs) that encourage reforms and investments aligned with EU priorities. These recommendations build on earlier EU initiatives that recognize health spending as an investment in human capital, supporting productivity and long-term economic growth.

The Spring Package identifies several healthcare challenges across the EU, including:

  • Limited access to affordable healthcare,

  • Shortages of healthcare workers,

  • Regional inequalities in healthcare provision.

Health-related recommendations were issued to 16 Member States, focusing on areas such as:

  • Improving access to and affordability of healthcare,

  • Strengthening primary healthcare and prevention,

  • Addressing healthcare workforce shortages.

The Commission also highlights the importance of improving digital health literacy and the quality of health data to maximize the benefits of healthcare digitalization.
