The results of the first monitoring exercise under the revised Code of Conduct on Countering Illegal Hate Speech Online have been published, based on data from signatory platforms and independent monitoring reporters.
The exercise, carried out between early November and mid-December 2025, assessed how quickly platforms respond to reports of alleged illegal hate speech and included self-assessments from companies such as Facebook, Instagram, TikTok, X and YouTube.
Overall, most participating platforms reviewed the majority of notifications within 24 hours and provided systematic feedback, although many cases were disputed or classified as reporting errors, often linked to incorrect submission channels. The European Commission emphasized that the exercise serves as a “mystery shopping” stress test to ensure compliance and transparency under the revised code, with the results feeding into the next monitoring cycle in 2026.
