Norway has banned private individuals from ordering tobacco and nicotine products from abroad as of January 1, 2026, Norwegian Customs said, extending existing restrictions on cross-border distance sales.
The ban covers online, postal, telephone and other remote purchases and applies to cigarettes, snus, cigars, heated tobacco, waterpipe tobacco, nicotine vapes and e-liquids, flavoured nicotine-free e-cigarettes, and products intended to conceal health warnings.
Exceptions remain for certain non-nicotine products, and nicotine e-cigarettes may still be imported for personal smoking cessation use under medicinal law. Only licensed importers are permitted to bring such products into Norway, and illegally imported goods may be seized, destroyed and uncompensated.
