As of 1 January 2026, the European Union’s “Roam Like at Home” (RLAH) scheme has been extended to Ukraine and Moldova, allowing citizens from these countries and the EU to use mobile voice, SMS, and data services at domestic prices without paying additional roaming charges.
The extension is seen as a significant achievement in the EU’s partnerships with Ukraine and Moldova, benefiting consumers, businesses, students, workers, tourists, and families traveling between these countries and EU Member States. For Ukraine, the measure is particularly important in the context of the ongoing war, enabling displaced persons and families to stay connected affordably.
The implementation of RLAH was made possible through close cooperation between the European Commission and the authorities in Ukraine and Moldova, the support of EU Member States, and the commitment of mobile operators in all involved countries. It follows the alignment of Ukrainian and Moldovan regulatory frameworks with EU roaming rules, meaning that the roaming regulations applied in the EU now also apply in these countries.
The move is widely recognized as a key step toward EU membership for both Ukraine and Moldova and represents further integration into the EU’s internal market. The EU and these countries will continue to work together to improve connectivity, strengthen resilience, and support long-term recovery, reconstruction, and prosperity, reinforcing a modern and interconnected digital space for all citizens.
