The Ministry of Health has submitted proposals for the new Pay Law, with the aim of reducing inequalities and making the public health system more attractive to medical staff.
The main proposals are:
-
Increasing pay scales for medical, nursing, and auxiliary staff, as the current pay scale places healthcare workers below other professional categories, even though they have significant responsibilities.
-
Increasing compensation for on-call duty and work on non-working days by:
-
a 100% increase in the hourly rate for work performed on weekends and public holidays;
-
differentiating pay based on the type of on-call duty (emergency, monitoring, at home).
-
-
Reorganizing the bonus system to apply clear, uniform, and fair criteria to all categories of healthcare staff.
-
Introduction of performance-based pay for physicians:
-
the base salary remains guaranteed;
-
a variable component may reach up to 100% of the base salary, depending on performance indicators;
-
the measure will be tested through a 24-month pilot program;
-
local authorities that manage hospitals will be able to contribute financially to the implementation.
-
The Ministry maintains that these measures are necessary to reduce staff shortages, limit the migration of specialists, and maintain the quality of medical services, while continuing consultations on the final form of the law.
