The U.S. Food and Drug Administration (FDA) has submitted a proposed information collection to the Office of Management and Budget (OMB) under the Paperwork Reduction Act, covering health warning “rotational plans” for smokeless tobacco products, Tobacco Journal reports.

The submission outlines how the four federally mandated warning statements must be randomly displayed on packaging and advertisements, with quarterly rotation, as required under the Comprehensive Smokeless Tobacco Health Education Act, amended by the Tobacco Control Act. All plans are subject to FDA review and approval, and submissions may be filed electronically or on paper via the Centre for Tobacco Products (CTP) Portal.

The FDA estimates the total annual reporting burden at 120 hours, including 60 hours for one original warning plan submission and 30 hours each for two supplemental submissions. This estimate reflects adjustments based on historical trends, and cigar warning plan burdens have been removed from the current collection.

The notice is scheduled for publication in the Federal Register on 16 January 2026, with comments due to OMB within 30 days, by 15 February 2026.
